To The Citizens of Greenwood Mo, a letter from outgoing mayor Rich DeCourcy

I first and foremost want to thank you for allowing me to serve as your Mayor. You put your trust in me to guide and lead Greenwood to a more prosperous community. With that being said I would like to highlight a few of the accomplishments we managed to do during my last four years.
- Sidewalk on Allendale Lake road
- S.E. Interceptor sewer to insure sewage does not back up in houses around the pump station.
- Comprehensive Plan was produced to give future boards, citizens and future business an idea of the direction of our community.
- The bridge across the railroad tracks was completed and with input from me and the BOA we now have decorative lighting and a walkway for the future Katy Trail.
- Greenwood’s first bond was past in 26 years. (Hamblen and Gambrell street re-build/storm water project)
- Professional, strong and dedicated police force with newer vehicles and the tools to do their job.
- New Public Works vehicles for city maintenance and snow removal.
- We dug out of a negative 188,000.00 budget deficit to have money in the bank (albeit the quarry litigation has taken its toll, more on that in a minute).
- Succeeded in getting 700 gravel trucks off of city streets and in front of Greenwood Elementary school. (in doing so Lee’s Summit R-7 changed their policy on school bus idling practices due to the harmful effects of diesel fumes)
- Repaved 20th, 17th and 8th street
- Professionalism within City Hall staff.
- Revised sewer billing to reflect usage, not a flat fee.
- Signal light at 150 and Allendale Lake road.
- Hired a Financial Specialist to oversee city spending.
These are but a few accomplishments that have started moving Greenwood in the proper direction. We have a long way to go to turn this community around.
With this being said I know the one thing everyone will be asking is about the quarry litigation. As of this date it is still an ongoing legal process with the quarry trying to bully their way through our community. Why, you may ask, do they want to do this? Simple, $2,000,000.00 per year profit going through our city instead of around it. Yes it has cost the city money to fight the quarry. The quarry lawyers said they would sue the city into submission. Well they are doing a good job of it. Fortunately for the new BOA I have worked with Bryan Cave and we have in place a contingency plan. This will allow the payment of the cities attorney bills to come out of the money the city was awarded. Thus allowing the city to not have to pay monthly payments to the attorney’s and continues to defend the city on all sides against the quarry’s lawsuits. Thus protecting not only the old part of the city, but the city as a whole.
I know there are a lot of people that either agree with my decisions or disagree with them. That is simple human nature. I did my community service for the benefit of the entire community with one motto in mind “do what is best for the community as a whole, defending the Health, Wealth and Safety of each citizen!” I truly can look each one of you in the eyes and say I did my best for the growth of this community.
There is still a lot of work to do and I hope and pray the new BOA will review the mistakes of my terms and not fall into the same pitfalls I did. I also hope they utilize the people in place that have the knowledge to assist the city to move forward.
